I'm skeptical on +9. I do think +2 makes sense for things like rogue earrings, rings of life, and other more obsolete uniques to make them useful again.  I like your thoughts on the wings and the idea on drops in monster stones to make those relevant again.  Good ideas!

Now I didn't directly say who it was.  Joeth already had an idea of who it was.   Saying you're going to do something isn't actually doing it.  It's not cool to say it, but as long as nothing is actually done....just chalk it up to frustration and everybody can move on from it.
