These reports are not entirely accurate. The slowdown rate remains the same whether the target has Light Feet active or not. The target will still be slowed down even if Light Feet is active, as long as it is within the limit of the rate. One thing you did mention is correct: casting Leg Cutting or Scream on a target with Light Feet active extends the duration of their Light Feet. It is still unclear whether this behaviour is an official v1298 bug, and we are continuing to investigate the issue. Another point to mention is that the reason Scream is so rarely successful in slowing down the enemy is due to a general issue with master skills, which require fewer skill points. This affects the skill's effectiveness. This is an official issue, but we are planning to apply a slight boost to improve its effectiveness.
