I killed alone for an hour, the party next to me got 4 runes

Sharing a screenshot of a character here and saying that obtaining this is “easy” is not a fair behavior. What you are seeing is the result of weeks of farming and breaking processes, and claiming that it’s easy to obtain just by looking at a single image is not fair at all. I strongly recommend that you also consider the hours of effort spent on this, or better yet, try it yourself in real time. I also suggest using the cakes you obtain in PK; only then will you understand that this comment is not fair. You will see that the people talking here are mainly those who do not want to farm and do not want to die in PK, and that this discussion is being made for only two players. You will also realize that after days of effort, only a limited amount can be obtained. Please try it yourself and do not say “it looks easy” for an item that a character obtained after weeks or even months of effort. Now let’s move on to the second point. Those who use these items do not become immortal. You can check the kill rank system and see how many times characters die per day. Two players who already play better than the average will always be accused by people, whether they use cake items or not—there is always an excuse. If a cooldown is added to this cake item, what would be the point of it? Would it still be worth using? Or would there be any reason left to farm it?. I am sure that if obtaining them were not this difficult, it would never be discussed this much. We do not want a cooldown. Even if you implement it, the people asking for it will never be satisfied.

Runes drop via last hit to event mobs. But the chance is really low

If the paper mage gets additional def from the new armor, he will kill melee without scrolls ;D Maybe it would be worth considering reducing the mage's dmg?  One more question: what are the runes awarded on? I went to Bifrost to see if I could get a rune, but after an hour, I didn't receive any
