lvl 60 skill bug

A few of my characters are getting a bug that shows them unable to unlock lvl 60 skills after they hit lvl 60 and above. I would add screenshots but I can't figure out how to add images, and the URL insert keeps denying me. 

Essentially, picture a fire mage at lvl 59 with 59 point in fire........Fire nova is locked and empty

Fire mage lvls up to 60, I put the 60th point into fire and fire nova is still locked and empty as it was at lvl 59.

Relogs and debugs from control panel didn't change anything. This happened to my warrior, rogue, and mage

 

Update** I can use the skill but the skill image is what is empty, discovered this with rogue because my skill bar had an empty box for shadow hunter but had the arrow number
