It has been extensively explained here: The chance on those skills are not higher since the last maintenance. Slow mechanics haven't been touched at all.

Good point. Have a look on every class about this bug. might be the same on all of them ( archers - mage ) 

Need fix asap

I felt this weird bug happening while pking and tested it in arena...As the following video shows once the Leg cut works, if the warriors keeps using Scream and Leg cut again and again it feels like its stacking and its a never ending slow effect ... The cooldown keeps on resetting...The chance on those  skills are higher since the last maintence but this is a weird bug happening for some reason. @nikos32
