It is still unclear whether this behaviour is an official v1298 bug, and we are continuing to investigate the issue. Another point to mention is that the reason Scream is so rarely successful in slowing down the enemy is due to a general issue with master skills, which require fewer skill points. This affects the skill's effectiveness. This is an official issue, but we are planning to apply a slight boost to improve its effectiveness.
