Update the rules of conduct

It seems a lot of people here confuse the internet with the kindergarten, perhaps specify what does "Offensive Language (racism, family, religion or continuous insults)" mean or just punish people who constantly cry on forums wasting your GMs' time with topics such as: 

(TLDR: the guy said "fuck off" and this babyboy made a topic cuz he doesn't understand what racism, familial or constant insults mean" 

Or this kid who goes out of his way to harass people to get them to say a bad word so he can get them banned ("hehexd I'm 12 btw" kys kid)

Is this really the best use of time for your GMs? To pretend a game that is almost 20 years old has players that are 5 so you protect them from "fuck"? I'm sure there are more useful things you can do with your time than to waste it on these morons.
