On BDW Ring craft you have to get same materials for every ring and the drop will be random but crafted necks have different mechanics. I do not think that would be fair, cuz every neck has different materials and every material has different market prices. So someone spends 20 gbs to get it other one spends 60 gbs. Reforging should be more expensive if this kind of solution will be added. And also, on some features crafted necks are worse then FT +1 but still players prefer crafted necks, that is because it suits your job with STR or DEX stats.
